HASSELL ROAD RECONSTRUCTION PROJECT
In 2013, Hassell Road will be reconstructed from near Barrington Road to Fairway Court. The Village applied for and obtained federal Surface Transportation Program (STP) funds which will pay 80% of the construction cost up to a maximum of $4,000,000 in federal funds. The Village will pay its local share using Motor Fuel Tax funds distributed by the State to the Village. As federal funds are being used for construction, the State will bid and award a contract. The majority of project development and design was done by Village staff rather than using a consultant. A portion of the staff time is eligible for reimbursement using the federal funds. The State held a bid opening in early March and is currently working on contract documents. Given the magnitude of the project and the available budget for Village funding, Hassell Road will be the only street reconstructed or resurfaced in 2013.
A public open house meeting was held on April 16th at the Village Hall. Contact lists are being prepared to assist with distribution of project related materials. The basic purpose of the project is to reconstruct the street to essentially the same width as currently exists along with modifying the lane use to address safety and operational concerns related to left turning traffic. The project will include changes to the lane configuration to provide left turn lanes in the western portion of the project. Generally, a single through travel lane in each direction instead of two will be provided with the exception of the section of eastbound Hassell Road from Barrington Road to the Barrington Square driveway where there will be two through lanes. On-street parking will be retained and delineated in the central and eastern parts of the project limits. On-street bicycle lanes and shared lanes will also be included. Three culverts will be replaced and pedestrian improvements will be implemented at various locations. PROJECT UPDATE WEEK OF 6-17-13:
In the Phase 1 construction area, earth excavation and storm sewer work will continue during the week of June 17th (subject to weather conditions). During Phase 1 work, daily driveway closures may occur, but at least one point of access will remain open at all times.
Earth excavation and storm sewer installation work will also begin in the Phase 3 construction area during the week of June 17th. During Phase 3 work, Hassell Road will be closed between Kensington Lane to just east of Parkview Circle West. Access to Village Hall will only be available from Huntington Blvd.
Detours will be in place during Phase 3 of construction. Please be aware that travel delays are to be expected during working hours. Please see the Hassell Rd Detour map above.
There will be NO ON-STREET PARKING allowed along Hassell Road between Barrington Rd and just east of Parkview Circle West. Please refer to the Hassell Rd Alternate Parking Map, above, for available parking locations during construction.

PALATINE ROAD LEFT TURN LANES AND NEW TRAFFIC SIGNAL AT HUNTINGTON
Construction is expected to begin on Palatine Road during the week of April 8, 2013. The initial activity will involve various utility adjustments and underground work. Please plan accordingly for construction related delays and use caution when traveling through work zones. The scope of the project includes widening to provide a consistent three lane cross section with left turn lanes between Haman Road and Huntington Boulevard. A new traffic signal is included at the Palatine and Huntington intersection plus changes will be made at the Chambers Drive signal to improve pedestrian crossings. Plote, Inc. is the contractor for construction and the Village hired Homer Chastain Associates to manage the construction inspection and documentation. Federal Surface Transportation Program funds will cover 80% of the cost with the majority of the local match paid by the State. The Village was the lead agency for the project, applying for and receiving approval for the federal funds. A public meeting was held on Thursday, March 21st at the Village Hall. PROJECT UPDATE WEEK OF 5-29-13
The Palatine Road Widening & Resurfacing Project continues with earth excavation and pavement removal work scheduled to begin on Wednesday, May 29 (subject to weather conditions) and curb removal work anticipated to begin on Friday, May 31. This work can be expected to cause traffic delays at various times throughout the day. Please plan accordingly for alternate routes.

COOK COUNTY PROJECT - SCHAUMBURG ROAD PATCHING & GRINDING WORK
REVISED DATES FOR ILLINOIS BLVD AND WASHINGTON CLOSURES
Although not a Village of Hoffman Estates project, the Cook County Highway Department is patching and grinding the concrete pavement on Schaumburg Road. The project limits are from Roselle Road to near Barrington Road. The section east of Salem Drive is complete with work now shifting to the west. The overall project is expected to be substantially complete in the Fall of 2013. Please use caution when traveling through the work zone, don't use your cell phone, and consider alternate routes due to the reduced number of lanes on Schaumburg Road. BODE ROAD/SALEM DRIVE RECONSTRUCTION
The Villages of Hoffman Estates and Schaumburg are partnering on this project. Federal STP funding is programmed for 2014 / 15 to reconstruct Bode Road from Braintree Drive to East Bode Circle and Salem Drive from Bode Road to Golf Road. The scope of the project includes complete reconstruction of both streets, bike and pedestrian accommodations and analysis for potential intersection improvements. A federally funded safety study is also being conducted for the intersections with the project limits on Bode Road. A public meeting was held on April 17 at Enders-Salk School. Exhibits depicting the work can be found below. The project report has been submitted to IDOT for review.
On July 12, 2012, Bode Road approaching Salem Drive was restriped by the Village to provide separate left turn lanes for eastbound and westbound traffic. The two lane approaches to the intersection, one shared through and left turn lane and the other a through and right turn lane, were restriped to a left turn only lane and a shared through / right turn lane in each direction on Bode Road. Left turn lanes for Keller Junior High School and the shopping center were also included. The change was made in an attempt to address crash patterns at the intersection identified during a recent safety evaluation. Additional delay is possible for through vehicles during peak periods but this will be weighed against the safety benefits. The operational and safety effects of the change are being monitored to determine if modifications are needed.
HIGGINS ROAD SIDEWALK AND BICYCLE PATH
The Higgins Road bicycle path and sidewalk project from east of Basswood to west of Roselle is complete.
Village Projects in Planning/Design Stages
BARRINGTON ROAD FULL INTERCHANGE AT I-90
Work is nearing completion on the Phase I engineering plans for the full interchange at Barrington Road. The Village and IDOT are funding this phase of engineering work. IDOT included funding in their State Transportation Plan for a portion of the funding. Phase II design engineering has also started. BEACON POINTE/BEVERLY ROAD/I-90 EASTBOUND ENTRANCE TRAFFIC SIGNAL
The Village Board approved a contract in November 2012 to complete the permanent signal installation at the intersection due to the Developer's inability to complete the work. No Village funds are being used; costs will be paid by guarantees by the Developer. Work is ongoing for signal bases and underground work. Completion is expected in Spring of this year.
SHOE FACTORY ROAD/BEVERLY ROAD PROJECT
The project scope is to widen Shoe Factory Road to four lanes plus turn lanes from east of Beverly Road to west of Essex Drive. Beverly Road will also be widened to four lanes plus turn lanes from Shoe Factory to the Tollway. The Village is working with Cook County and a private developer on specific plans for this project. The start of this work will be dependent upon the timing for right of way acquisition and Cook County's approval of final plans. Plans are being reviewed by Cook County.
ROSELLE ROAD TRAFFIC SIGNAL at Golf Center & Hoffman Plaza Access
Design work is ongoing with possible installation in 2013. Approvals through Cook County are required and will determine the project schedule.

Illinois Department of Transportation (IDOT) Projects
IDOT PROJECTS AND INFORMATION
Two IDOT intersection projects described below are nearly finished. While most work is done, please use care when traveling these intersections.
SHOE FACTORY ROAD/IL 59 RIGHT TURN LANES
The project is essentially complete. The temporary traffic signal will remain until the permanent equipment can be installed. The Village teamed with the State of Illinois and Cook County on a project to construct right turn lanes on all approaches to this intersection. Federal funds obtained by the Village and State will pay 80% of the project costs for design and construction. The remaining 20% will be split by the State and County. The goal of the project is to decrease delays at the intersection by separating right turn traffic into its own lane.
BEVERLY ROAD AND HIGGINS ROAD INTERSECTION IMPROVEMENT
Please be alert for lane closures and flaggers during construction activities.
All work is complete. The State used federal Highway Safety Improvement Program funds to implement changes at the intersection. The Village coordinated with the State to identify the need for this project. Due to crash history, the westbound Higgins Road to southbound Beverly Road left turn was changed to "protect" this movement, allowing it only on a green left turn arrow. The pavement in the median of Higgins Road was modified for two left turn lanes and Beverly Road was changed south of Higgins Road to allow for two southbound lanes to match the dual left turns from Higgins Road. Northbound Beverly Road has two left turn lanes and a separate right turn lane for movements to Higgins Road. Provisions for future pedestrian and bicycle accommodations on the south leg of the intersection were included within the scope of work.
Illinois Tollway Projects
- I-90 Reconstruction and Widening
The Illinois Tollway's work continues on the widening and reconstruction of I-90 west of Elgin. In 2014, work is expected to occur on bridges crossing the Tollway in preparation for the mainline work in 2015-16. The Tollway work will include a complete reconstruction of the existing pavement. The need for soundwall is likely to be evaluated as part of the plan development. Pace and Tollway staff are coordinating the planning for the transit service on I-90. LONG RANGE CAPITAL IMPROVEMENT PLAN
The Illinois Tollway is working on elements of their long-range capital improvement plan. Details on the plan can be found on the
Illinois Tollway website. Information is also available for the recently approved Capital Plan and toll-rate increase.

JANE ADDAMS MEMORIAL TOLLWAY (I-90)
One project in the capital plan calls for construction of an additional through lane on the Jane Addams Memorial Tollway (I-90) from Rockford to the Kennedy Expressway. Some advance bridge work will occur in 2012 on portions of I-90 west of Elgin. From Elgin to the east, the Tollway's current plan is for preparatory work in 2014 and mainline construction in 2015-16. The Village is coordinating the Barrington Road full interchange study with Tollway and IDOT staff. The majority of construction work for the mainline is several years away.

Cook County Highway Department Projects
Cook County is doing pavement patching and grinding work on Bartlett Road between Schaumburg Road and Golf Road. During the work, traffic will be reduced to one lane in each direction due to the patching. The project is expected to be complete in October 2012.
